In addition to eliminating state funding, agencies will also not be able to receive federal funding that requires state matching.

California’s most defenseless population has its services on the chopping block again in the latest round of proposed state budget cuts. impoverished families relying on welfare and Medi-Cal, children of low-income families, and individuals suffering from HIV or AIDS were all part of Gov. Arnold Schwarzenegger’s May budget revise reductions. The proposal also includes to cut all general fund contributions to up to 220 state parks, which could include the La Purisima Mission and parks along the Gaviota Coast. The governor’s proposed elimination of the CalWorks program is expected to affect 3,500 families in Sta. Barbra County as reported by Kathy Gallagher, the director of the County Social Services Department. The CalWORKs program provides temporary financial help and employment focused services to families with minor children who have income and property below State maximum limits for their family size. Most able-bodied aided parents are also required to participate in the CalWORKs GAIN employment services program. World HIV (AIDS) Day

The celebration of World Aids Day celebration was the idea ofJames W. Bunn and Thomas Netter in August 1987. They work with the World Health Organization in Geneva as public information officers for the Global Programme on HIV AIDS now known as UNAIDS. They both shared their idea to Dr. Jonathan Mann the Director of the Global Programme On Aids. According to Mr. Bunn, who suggested the idea of December 1 launching date for the World Aids Day Celebration, the date is timely to get the needed media coverage that would ensure its success. As 1988 was an election year in the US, the media has grown weary of their post election coverage and needs a fresh story to cover, making December 1 a perfect date to get the media coverage needed.

The celebration is aimed to lift

awareness of the AIDS pandemic caused by the spread of HIV infection. World AIDS Day aims to  catalyse and strengthen national, inclusive campaigns for accountability on universal access on AIDS HIV treatment available. It promotes to lift involvement in campaigning for responsibility on universal access within and across international constituency-based networks.

AIDS has killed more than 25 million people between 1981 and 2007, and an estimated 33.2 million people worldwide live with HIV as of 2007, making it one of the most devastating epidemics in recorded history. Despite recent, improved access to antiretroviral treatment and care in many regions of the world, the AIDS epidemic claimed an estimated 2 million lives in 2007, of which about 270,000 were children. While AIDS is  a high-risk disease it can be suppressed if proper precautions are taken and greater awareness be administered to those who are ignorant of the virus and its impact on the human body. Education is pivotal to a compelling response to HIV/AIDS. Studies show that educated individuals are more likely to know how to prevent HIV infection, to delay sexual activity and to take measures to protect themselves. Education also accelerates behaviour change among individuals, making them more receptive to prevention messages. Universal primary education is not a substitute for expanded HIV/AIDS treatment and prevention, but it is a necessary element that complements World Aid Day Celebration’s goals. HIV/AIDS Day is recognized every year on December 1st. Starting in 1988 the world started coming together on that day to commemoratethose lost to AIDS, support those who are living with the disease and raise awareness through education about the fight against one of the deadliest pandemics in history.
